Warm but never hot, or hot that runs out far too fast. These are two different complaints with different causes — here is how they separate.
Water that is warm but never properly hot, and hot water that runs out far sooner than it used to, are two different faults that get described the same way. Water that never gets hot usually points to a thermostat set too low or failed, or on an electric heater a burned-out lower element — the upper element alone will warm the top of the tank but cannot carry the whole load. Hot water that disappears quickly points instead to lost capacity: sediment occupying the bottom of the tank, or a broken dip tube letting incoming cold water mix straight into the outlet. This is the signature cause of warm-but-not-hot. The upper element heats the top of the tank and the lower element carries most of the actual workload. When the lower one burns out the upper keeps working, so you still get warm water — just never much of it, and never properly hot. It is one of the most commonly misread symptoms on an electric heater.
Water heater thermostats drift, and they also get turned down and forgotten. A setting around 120°F is typical for households; below that, water at the tap will feel disappointing by the time it has travelled through the pipes. A failed thermostat produces the same result and needs testing rather than adjusting.
Chicago water leaves mineral sediment that settles to the bottom of the tank over years. It occupies volume that used to hold hot water, and it insulates the burner or lower element from the water it is meant to heat. The tank is the same size but the usable capacity has shrunk, so hot water runs out sooner every year.
The dip tube carries incoming cold water to the bottom of the tank so it heats before rising. When it cracks or breaks, cold water enters near the top and mixes straight into the outlet. The result is lukewarm water and a heater that seems far too small for the house, even though nothing about the tank has changed.
Not every case is a fault. A 40 gallon tank that was adequate for two people will not keep up with four, a larger tub, or a rainfall shower head. If nothing has broken but demand has grown, the honest answer is capacity rather than a repair, and we will tell you that.
A failed thermostatic mixing valve, or a single-lever fixture with a worn cartridge, can let cold water bleed into the hot side of the system. The heater is working correctly and the water still arrives lukewarm. It is worth ruling out before anyone replaces a tank that has nothing wrong with it.

Water heaters rarely recover on their own, and the failure modes get more expensive the longer they run. A tank that is corroding ends in a leak, sediment that is left in place shortens the life of the unit, and a safety device that keeps shutting the heater down is reporting a fault that has not been fixed.
